Question
I updated to version 1803 and every machine that has received this updated greyed out the properties of the DNSCache (DNS Client) and WinHTTP Web Proxy Auto Discovery service. The Administrators can not restart, stop, etc these services. I ran the SC Query
command and the state of these service have changed from stoppable to non-stoppable.
NOTE: I have made sure the registry keys (Administrators have full control) are correct and looked in-depth into the SC command
Is this a planned change by Microsoft? How can I fix this so Administrators can control the ability to stop, start, restart these services?

Yes, the command also can’t control the Service. It is by design that even the administrator will not be able to change its configuration. I have submitted the

Start Option Greyed out under Personalisation – Start.

Follow the steps to know the latest build installed.
Press Windows key + R and type winver and hit Enter.
I would suggest you to check and install any latest Windows Updates available.
1. Go to Start and then Settings.
2. Click on Update and Recovery.
3. Check for updates under Windows Updates.
4. Restart the system and check if the issue is resolved. The Windows 10 system is set to Automatic update and as such does have the latest.
Just to remind you that the “Settings” option is not greyed out in Administrator mode so I don’t think the updates would affect this.

Sorry for the inconvenience caused for you, I suggest you to try the below troubleshooting steps and check If it helps.
Step 1: Steps to turn on the Location settings.
Login as an administrator.
Press Windows key, type Location settings and select
Change location settings.
Check whether Location for this device is On by clicking on
Change.
Also turn on Location as well.
Step 2: And as you are unable to set the service Geolocation service to automatic, I suggest you to run SFC scan and check.
System File Checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files.
Follow the below steps:
Right click on the Start button, click on
Command Prompt (Admin).
Type “sfc /scannow” without the quotes and hit
Enter.
After the scan, restart the computer and check for the issue.
Try to set the service to automatic by following the steps provided in the above post by Praveen Venugopal.

I am running Windows 10 Home 1709 version. I just cleanly installed it from scratch and have not connected to internet yet. For now, I am only trying to harden the system first from within its only admin account I create as part of setup.
As part of this hardening, I normally disable some of the services. With this Windows version, however, I noticed a couple of those are grayed out when I go to disable them and so I cannot change their default Automatic settings.
Specifically, “DNS Client” and” WinHTTP Web Proxy Auto Discovery” services are grayed out from being able to be disabled.
I had no issues disabling these on earlier version of Windows 10 Home (I think it was 16xx).
I tried stopping real-time anti-virus protection from Windows Defender but that did not help.
Questions:
(1) Why are some services grayed out from being disabled by admin?
(2) What’s special about these 2 services now that they are grayed out?
(3) What’s the best workaround?
I’ve seen one via registry changes (HKLMSYSTEMCurrentControlSetServices -> find your service name (folder) -> set Start entry to 4) but have not tried it yet, as I figured maybe I must have these running now, unlike before.
In addition, “Xbox Game Monitoring” service is not grayed out but when trying to Disable it and clicking Ok or Apply button, I get error message saying “Access is denied”. So again, unclear why that is.

My own personal view on this is that it is better to fully install 1709 with ‘check for updates’ run until it says there are no more BEFORE you start altering things.
This way you will avoid the possibility of the OS not working correctly.

Before downloading and installing any updates it’s a good practice to create a new system restore point in case things go awry in the process. This could save you a large headache.
Family and loved ones will always be a priority in my daily life. You never know when one will leave you.

If this is installed and is functioning remember the old adage “if it ain’t broke, don’t fix it”.
I have never heard of “hardening the system”. You shouldn’t need to do anything after installing the update.

Hi, it is a term commonly used among computer scientists and engineers, we use it to describe:-
Most computers offer network security features to limit outside access to the system. Software such as antivirus programs and spyware blockers prevent malicious software from running on the machine. Yet, even with these security measures in place, computers are often still vulnerable to outside access. System hardening, also called Operating System hardening, helps minimize these security vulnerabilities.
Although these two are not high on the list, they are greyed out since their service state is non stoppable, they can only be modified through the registry.
SC and net start cmd’s will return access denied. I don’t bother with these two, the proxy is usually set to manual and unless you use a server, it is not much required on a home computer, still it does no harm if you disable both (dns cache also integrates with dhcp… so one will still be doing the cacheing) and you cannot stop dhcp (and have internet) so up to you. To modify you need to navigate to HKEY_LOCAL_MACHINESYSTEMCurrentControlSetServices, changing start from 2 to 4 disables.
The other x-box looks like the permissions are screwed (should not be access denied) locate it in the registry, right click select permissions “add” “everyone” and check the full control box.
